And get him on a list for vocational school as soon as it's possible. This has made a difference for both my kids (son-28, machine tech, and daughter-26 ag/animal science) in their long-term employment. There is hope after k-12. And try to develop, or at least not to kill, a love of reading, that will support his real education for the rest of his life.
