Same as the entire New York Region, or any other giant metro area. Many of the non city-proper dwellers still commute in and out, shop, eat, club, have relatives, etc, and all sorts of both good and bad can become of that. South Bend is not an island. If a non-resident does something whilst there, no matter what it is, it has an impact at some level.
