2. I just tried to start a thread again from Android/Chrome, and got 2 white rectangles

like the one above (ie titled "Latest Discussions >> Special Forums >> DU4 Bug Reports >> Start a new discussion&quot , one in front of the other, and a few lines down, with nothing else visible - but no "too many requests" this time.
