Former CIA Director and Defense Secretary Leon Panetta reflects on the long war against terrorism and why defeating terrorist leaders does not necessarily end the threat.
Panetta discusses the lessons learned from the campaign against al-Qaeda, including the operation that killed Osama bin Laden, and why extremist groups often replace their leaders and continue operating. He argues that terrorism persists when young people lack opportunity, education, and hope.
The conversation also examines the aftermath of the Arab Spring and whether the United States missed an opportunity to help stabilize countries like Libya and Syria. Panetta suggests that long-term stability in the Middle East may require economic development and international cooperation similar to a modern “Marshall Plan.”
Without addressing the deeper causes of instability and radicalization, Panetta warns that the United States could remain involved in conflicts in the Middle East for decades.
