Under its terms, any time the President commits troops to combat anywhere in the world, he has 48 hours to notify Congress, after engagement begins. Sixty days to get Congressional approval for his actions, and if Congress denies approval, forty-five days thereafter to withdraw all troops and cease combat operations.

The constitutionality of his law has been questioned since it's adoption. But has never been challenged. And the current 'commander in chief's really isn't interested in what is, or is not constitutional.
