Looks like he needs to convert his outdoor seating to parking places and make sure his trash is secured. Then he can start hitting those assholes with requests for variances, some legit and some silly, the legit ones documenting the capacity vs parking space violations of neighboring businesses, the presence of unpermitted outdoor seating at other businesses, and so on. He can also video his "concerned citizen" 24/7 watchers, maybe charge them with stalking and/or harassment He can fight back IOW. When they realize he's not an easy target any more, the bullies will back off.

Some of the complaints, like the trash, look legit. The others are nuisance complaints and he needs to comply until he gets variances or someone in national news reports the story and the assholes cave.

I think it's a mistake to bring religion or politics into one's business, it always causes hard feelings in some people no matter what it is or how mild the demonstration. The die is cast here, so he needs to comply and then be as big a pain in the ass as he can, especially when some of those county people are related to business owners who are also not compliant with local regs.

But definitely secure that garbage against scavengers.
