The Marshall Plan occurred with thousands of US troops filling the power vacuum in Germany. I agree with the debt forgiveness...but all those freebies came with a bunch guys with guns and tanks and whatnot. US Marines cracking heads in PaP isn't good look but that is what it would take to deliver those goodies there.
They can't be delivered with armed gangs running around everywhere...see Somalia in the 90s. And US troops are usually not too welcome to stop it...also see Somalia in the 1990s.,
