11. They won't have all their votes counted. But to make a call, that's not always necessary.

If the networks and their decision desks see a trend or pattern, or exit polling that indicates what the remaining vote might look like, they may go ahead and call.

I don't expect to hear from Pennsylvania until at least two days out, since they can't count mail in ballots until the polls close on election day, and those ballots take time to open, verify and count. And they are expecting there will be something like 3 million of them, and they will contain Harris' winning margin, which I am guessing will be between 150,000 and 250,000 votes. If she is ahead before they start counting mail-ins, then that would be a bonus. Her margin in Georgia will be in Atlanta and its collar counties, which take a long time to count.

But, if she's far enough ahead on election night for decision desks to predict what the outcome will be, they can still call the state. And I think we will know, just after midnight on election day, where it's going.

If you want to feel good about this, watch Lawrence O'Donnell's show from last night. He had Sarah Longwell on last night, and she noted that, while the polls don't seem to be able to distinguish or note it, 11% of Pennsylvania Republicans are indicating they will vote Harris. Check the video, but I'm sure that's what she said. If polls are ignoring that, or can't factor that in, there's going to be a surprise on Nov. 5
