He has struck me as amiable, but not really all that there, and that this has become only more pronounced with time. My suspicion has long been that in 2007-8, he fell off the wagon hard, which was one of the reasons that it was essentially Obama taking over to try to keep the markets from collapsing in the latter half of 2008, which probably won him the White House in October.
I don't think this is a case where he doesn't want to endorse Harris. Rather, it is Bush trying desperately not to get pulled back into politics.
I don't think that Bush was all that evil. I just don't think he had a very strong will, and was easily manipulated.

Maybe he doesn't endorse because he knows his endorsement might actually hurt Harris.

I think Dick Cheney's endorsement helped put some anti-trump republicans over the line for Harris.
