Those are just the facts. Somebody has to define the problem succinctly before we can do anything about it. That's what Jack has done.

I liked the part about the mentally spent candidate and how he was chosen because he is desperate. Also how they even chose his successor in case he becomes too hard to handle.They are already at that point and he's not even at his inauguration.
