Edit: I was thinking of hand recounts when typing this, but as pointed out, some states do allow losers to request recounts. In these situations they just rerun the ballots through the tabulator, which is not what some people on this site are demanding. They are calling for a hand count, which isn't done unless there is proof of fraud. I apologize for the imprecise language.
