A corrupted DOJ/FBI will not be deterred from ruining Hunter's (or anyone else's) life going forward just because of a pardon.

They can still enmesh that person in some investigation in a ruinous fashion (stress and other health detriments, loss of work opportunities, leaks and smears, inspiring public threats/harassment, legal fees) even if they cannot prosecute that person for some certain actions.

Even a broad pardon isn't a broad shield, if one supposes a corrupt and unprofessional DOJ (and absent one, a pardon isn't so justified).
