The debate was a combination of being ill and dealing with gish galloping word salads from Mr. Trump. The debate setting is not the same as a job performance setting. There are ways of dealing with gish gallopers on the job that can't be done in a debate format.

I'm curious about your focus on devaluing President Biden in the last 4 weeks of his term. The reason, or excuse, that you give about not knowing what will happen in the next 4 weeks is meaningless. It's what happens AFTER the next 4 weeks, when Mr. Trump and his clown car cabinet take over that matter.
