And it was passed by a Congress that was solidly under Democratic control. The Senate was 55-45 and House 260-175 in favor of Democrats back in 1990.
Yes, it was signed by George Bush Sr. But when you state that one fact and leave out the rest it gives the impression that this was a Republican initiative when in reality far for Democrats voted for this bill than did Republicans.

Bush Sr., IMO, also lacked the kind of electioneering experience that most men who ascended to the presidency had.
