Way back when Russia was in economic freefall, my dept. poached a professor. Wrote the job description for one guy--got an American resident that met the criteria, so they rewrote it. He came over, brought his wife. It was a senior position and he was a feather in the department's cap, so to speak.
Limit it by field. Spot check of payroll records. That sort of thing. Caught abusing the system, no more visas for your company.
Years ago a state implemented a maximum classroom size that really shrank class size. Number of students didn't shrink, so they plopped trailers around campuses for classrooms. And went to hire the thousands of teachers that politicians assumed were just there, on the store shelves, ready to go. And found that they were short in the state by thousands of teachers. They turned to overseas and solved most of their problems. Using--you got it--this visa program.
