Overall opinion of government is unfavorable, and has been for a long time.

Polling of the public's trust in government has been at historic lows for over a decade. It was 60+ percent until about 1970, and declined to move in the 30-40% range in the 70's and 80's. It dropped below 30% in the mid 90's, rebounding a bit in the early 200's. It's been under 30% since Bush the Deuce.

Most people people don't like or trust the federal government, and schadenfreude is keeping the outrage in check.
