It was the brainchild of an NGO, the Royal Commonwealth Society, not elected members, and it was delivered by Nigel Farage, not even an MP at that time.

When the Royal Commonwealth Society wrote to Trump in 2017, the letter was delivered by Nigel Farage, who was the first British politician to meet Trump after his 2016 election victory.

The society's then director, Michael Lake, said opening a Commonwealth branch in the US would help the two nations "find imaginative ways" to work together.

(Note GB News is a right-wing UK network, and very jingoistic when it suits it.)

It's been described as a "secret offer", so it's hard to see how it could be subject to any democratic input. (The Sun is also generally a right-wing organ.)

Charles is Head of the Commonwealth, a voluntary association of countries, and not directly accountable to parliament. All that's being reported so far is kite-flying from the Royal Commonwealth Society via a report of rumours of a secret plan from a Daily Mail columnist, Richard Eden, so it evidently hasn't been subject to parliamentary oversight.
