44. The National Guard is under the command of both the President and the Governor of a state...

so, in the case where a State wants to defend against actions by the Federal military or other Federal agents, it's not clear that the National Guard would be appropriately used. There are other public militia groups that only report to the Governor, and they are typically used to supplement the National Guard, at least from what I know of in California.
