This time he accidently (I suppose) did what he was supposed to. Not return the salute. Previous posters are acting like he was supposed to. He is not.
I learned this growing up. My father was a retired officer and when we would go to a nearby base and he would be saluted when he presented his credentials. He wore civilian clothes and never saluted back. This was widely a known protocol back then.
