as fraud and abuse. They never find that much, but keep projecting it. Democrats and GOPer Admins project it.

That’s an old budget trick to balance budget on paper. Have seen it used often in states and federal level. With feds especially, you don’t know whether one achieved their budget goals until years after fact.
