requires "reasonable suspicion".
Unfortunately, the courts and juries have long accepted some of the weakest ass articulations of fact as grounds for "reasonable suspicion".
Additionally, she will need to be able to identify the specific officer(s) to establish the facts that she was detained beyond her word which is one of the reasons that LEOs will shield their identities.
