Kinda weird. We already know where they are.
Their goal is to convince five to return.

PIs would be a better choice, but even then we know where they are.
GOP probably already knows most of their private phone numbers, because they are colleagues across the aisle.

Generally, you would get a GOP friend to contact one of the more vulnerable reps, rather than enlist the FBI.
