Paywalled, but Google "How U.S. Officials Grappled With the Release of a Triple Murderer" and you might get a hit. Also, see NYT article titled "Convicted Murderer Released by Trump From Venezuelan Prison Is Free in U.S.".

He came to the US from Venezuela and served in the US military for something like 19 years. He became a dual Venezuelan/US citizen.

He went to Spain and ended up killing 3 people there because he thought one of them was having an affair with his wife.

He fled to Germany and then to Venezuela where he was arrested for the murders. Venezuela denied extradition to Spain, so he was tried and convicted and sent to prison in Venezuela for 30 years.

In 2023, the US and Venezuela were negotiating prisoner swaps for various reasons, but the Biden administration declined accepting this guy.

But, the Trump State Dep't took him in a prisoner swap, probably owing to incompetence or lack of due diligence. (Or, maybe they took him back in hopes that he would commit another crime on US soil so they can grandstand about other countries not sending us their best.)

Because he was convicted, served time, and then was legally released from prison, it is unclear if he can be extradited to Spain from the US to be tried for this same crime.

Nothing's easy.
