The problem with local efforts trying to stop development of AI instead of, as you say, steer it in the right direction, is that China is also developing AI and whoever gets there first wins the 21st Century (and probably the next few after that).

So better to agree to a global ethical framework for development and regulation than to try to stop data centres from being built or suing individual companies for copyright infringement.
