I can see him inviting a bunch of oil executives and asking them a question like - What would you have changed in the past that would have made you a bigger world leader than OPEC. And, as casual conversation, someone mentioned that not losing the Venezuela oil would have helped. So, T casually quips that, when he is president, he will get them back. No one realizes he is too ignorant of present reality to understand it was just a reference to a long past possibility. The same with Greenland when chip makers think they are having a casual conversation and jokingly mention Greenland. Done!

It always should be realized that T might be serious, especially if he thinks he can use such things to create the chaos needed to kill bad press.
