7. Help me, i'm still very confused about what could happen in midterms.

Ok, lets just say that the republican controlled house refuses to address the midterm election. They refuse to take the oath for all congress people duly elected in 2026. Because of this we have NO congress after Jan 19th, am i right? Then what? That's the part i'm very confused about.
