Let's say every Republican refuses. Then the House would be 100% Democrats, they elect a speaker and go about their business. Every member of the House is up for reelection. Whatever Johnson says or does is irrelevant. If they hold their breath until Trump is named emperor of the universe, it doesn't matter.
