6. I think he sent them the message about 10 minutes before. If he sent it earlier, they could have thwarted his plans.

The purpose of sending the manifesto was so that people knew why he did it, not so that his plans would be cancelled. He thought he would end up dead. If he ended up dead, no one would have his manifesto. (Phones can be difficult to unlock)
