The people who voted for this, a majority of Republiconned voters, but not a majority of all voters -- the people who voted for this believe the following things:

* foreign aid is at least 5% of budget and likely closer to 20%. (closer to 1%, not sure of most recent amount)

* foreign aid is a communist scheme with no benefit to the US.

* foreign aid is a corrupt capitalist scheme that only benefits Democrats or Democratic leaders.

Regarding the legalities of presidential actions, I gave my best guess, but I have no actual knowledge of it.
