But it's the same logic that Trump uses when he tries to with hold federal funds. It doesn't matter if it's legal or not - Trump has long since gone past "the law", so just do the same back to him.

CA / NY, etc., could demand the red states balance their own budget before CA sends them any more money. That would cripple Trump's illegal with holding of federal funds to Blue States.
