But again, CA does not send the federal gov't the money... the residents and businesses of CA do. When you (or your employer) pay your federal income tax, it is not sent to the state to forward to the federal government, it is sent directly to the federal government. The state gov't has no mechanism by which to prevent the funds from going to the feds since the money does not pass through them in the first place. Unless maybe the governor wants to simply issue an edict that businesses and individuals should not pay their federal income taxes. But I don't imagine many would comply, short of some clear legal foundation, considering the personal consequences of not paying your taxes.
