President Trump said he spoke by phone with President Vladimir V. Putin of Russia on Sunday, ahead of his meeting in the afternoon with President Volodymyr Zelensky of Ukraine at Mar-a-Lago, where they will discuss a revised 20-point peace plan aimed at ending the war with Russia. Mr. Zelensky has acknowledged two major sticking points: the fate of the Donbas region of eastern Ukraine and control of a nuclear power plant occupied by Russia.
