The unfortunate problem here in PA is that the (mis)-informed public voted to change the state Constitution (after a multi-year process concluding with a referendum during the past primary) that limits a governor's state of emergency to 3 weeks vs 3 months and allows the state legislature to end a Governor's disaster declaration with a simple majority vs 2/3rds, and they can end any state of emergency after the initial 3 weeks have passed if a governor extends it, by a simple (non-vetoable) resolution.
