Mike Connell, GovTech, the 2004 Warren Country "homeland security emergency", and the progress of the King Lincoln Bronzeville v. Blackwell case (among so much more) makes it much more than that.

I'm not saying there is absolute concrete proof, but there's enough elephant dung around to make a pachyderm search quite a reasonable undertaking.
