1. If you are logged into iCloud on the old phone...

... It does take a while to sync to the iCloud (faster over wi-fi). Plug the phone into a charger, and change settings on the iPhone so that it doesn't go to sleep. Go to Settings > Display & Brightness > Auto Lock OFF

You can check your photos on the iCloud.com website... Once they are all there... They should sync to the new phone logged into the same iCloud account. Once they are all seen on iCloud.com, you can be sure all was backed up from the old phone.
