... you can pretty much "conclude" anything you like. For example: The slow response of both Bush and the Secret Service proves that neither were prepared for the situation. Otherwise, they would have been prepared to have Bush quickly act "heroic" rather than like a "frozen wabbit."

Unfortunately, both conclusions are fallacious (although I would say the second one is much more plausible).
