3. I think it's got to be in the system, like in their training or environment or something

I think just getting rid of them and replacing them and putting the new people in the same environment with the same training is just going to get police officers doing the same things.

Someone argued with me at one point and tried to prove his point by scanning a page from a law enforcement textbook that said that you had to understand different cultures in the US to deal with different populations. Among the claims were that black people don't love their children in the same way as white people, and don't feel pain as much. It also claimed Jewish people complain a lot. It was horrible. If that's what the textbooks say, then there's one problem. (I googled to try to find a picture of it online but only found similar stuff in nursing textbooks. There aren't that many textbook companies in the US so it's probably similar.)
