2. I feel like much of the US is too stuck in it's ways to embrace the Smart Car

Or any other small, efficient vehicle for that matter. I even work with several knuckle draggers who laugh at the concept of driving something more efficient than their urban assault vehicles. Geez, just one person in the vehicle, 12 miles per gallon vs. 40 miles per gallon. Hmmmm.......
