There is a book, 'Day of Deceit' by Robert Stinett, published in 1999, which promotes this view. I haven't read it and don't plan to, but I've seen it referenced a number of times. I am sure that's not the first proposal of this sort. I'd be interested to know whether possibly it derives from some propaganda pieces by 'America-Firster types' at the time, or only developed later.
