Rules changes he hopes might make the field easier for his next run, despite his being twice soundly rejected by Democratic primary votes?
Perhaps promoting some angry demonstrations by the wreckers who stand as his delegates, to make sure Democrats are sorry for rejecting 'Bernie' yet again?
