8. At the national level that's true, but I think it starts lower than that

We need to be able to win in local races too. That gives us a deeper pool of candidates to bubble up to run for Senate. Then we fall in love with someone because they are running against Cruz or McConnell and throw enormous amounts of money at likely futile races instead of supporting candidates who need far fewer votes to win a state house or Senate race.
